Moodle is capable and free but heavy to customise and host well. Teachable and similar are fast to start but charge per learner and limit branding. Custom makes sense when you're scaling a training business, need deep branding, or have to integrate with an HRMS or ERP.

To a meaningful degree — signed URLs, DRM, dynamic watermarking with the learner's details, and download blocking. Nothing prevents someone filming a screen, but watermarking makes leaks traceable, which is the practical deterrent.
